Legal Compliance for Landlords

Everything a landlord needs
to stay compliant and protected

Private landlords in England have clear legal obligations to keep their electrical installations safe and certified. Failure to comply can result in fines of up to £30,000, invalidation of your landlord insurance, and personal liability in the event of an incident. We make compliance simple — one call, fixed price, certificate issued the same day.

EICR — the core requirement

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require a valid EICR renewed every 5 years. It is the single most important electrical certificate a landlord must hold.

Legal duty of care

Beyond the EICR, landlords have an ongoing duty to ensure the electrical installation remains safe between inspections. Visible defects must be repaired promptly — failure to do so is a breach of the Housing Act.

Certificate issued same day

All inspections are fully documented and the certificate is issued digitally on the same day. You can forward it to your letting agent, tenant, or council immediately without waiting.

Portfolio pricing available

If you manage multiple properties we offer portfolio pricing. Call us to discuss — the more properties you have in Sussex, the better the rate we can offer.

Who Needs This?

Who needs landlord electrical
compliance certificates?

The rules are clear and the penalties are serious. Here's who must have a current certificate.

Legal requirement

Private landlords renting to tenants

If you rent out a property in England you must have a valid EICR and provide a copy to your tenant within 28 days of the inspection, or before a new tenancy starts. This applies to all private landlords regardless of the number of properties.

HMO licence condition

HMO landlords & property managers

Houses in multiple occupation require an EICR every 5 years as a condition of their HMO licence. Missing or expired certificates can result in licence refusal and substantial fines from the local council.

Letting agents

Our Process

How we get your landlord certificate sorted — fast

One call. Fixed price. Certificate the same day.

01

Book your inspection

Call or WhatsApp with your postcode and property details. We give you a fixed price on the call and confirm an appointment — same day or next day in most cases across Sussex.

02

We carry out the EICR

Our Part P registered engineer arrives at the property, tests every circuit against current BS 7671 standards, and records all results. The inspection takes 2–4 hours for a typical residential property.

03

Remedial works completed

Where the inspection identifies C1 or C2 faults, we carry out remedial works immediately or schedule a return visit. We will not leave a property with an unresolved danger without discussing it with you first.

04

Certificate issued — same day

Once the installation is confirmed Satisfactory, the EICR certificate is issued digitally the same day. Send it directly to your tenant, letting agent, or council as required.

choose Bright Sparks

Hundreds of Sussex landlords trust us to keep their properties compliant. Fast, fixed-price, and certificates accepted everywhere.

Part P registered — certificates accepted everywhere

As Part P registered contractors, our landlord certificates are accepted by all letting agents, councils, mortgage lenders, and insurers without question. No risk of a tenant complaint about an unrecognised certificate.

Fixed price — quoted before we arrive

We give you the full price before we start. The price doesn't change when we get there, regardless of what we find. Remedial works are priced and agreed separately before we carry them out.

Same-day certificates — forward them immediately

The certificate is issued digitally the same day the inspection is completed. No waiting days for paperwork — you can forward it to your letting agent or tenant that evening if needed.

Portfolio management — we keep track for you

Tell us when your certificates are due to expire and we'll contact you ahead of time to schedule renewal. For portfolio landlords we provide a simple summary of all properties and their next due dates.

Understanding the Regulations

What the law says about landlord electrical compliance

The Electrical Safety Standards (Private Rented Sector) Regulations 2020

Since 1 April 2021 all private landlords in England must ensure the electrical installation in their rental properties is inspected and tested by a qualified person at intervals of no more than 5 years, or at each new tenancy, whichever is sooner. The landlord must obtain a written report, supply a copy to the tenant within 28 days, and provide a copy to the local council within 7 days of a written request.

What happens if the EICR is Unsatisfactory?

If the report returns an Unsatisfactory result — meaning one or more C1 or C2 observations are recorded — the landlord must arrange for remedial works to be completed within 28 days, or sooner if specified in the report. Written confirmation that the remedial works have been completed must be provided to the tenant and retained by the landlord. Failure to meet this deadline is a breach of the regulations.

Council enforcement and fines

Local councils have the power to serve a remedial notice requiring a landlord to carry out works and obtain a Satisfactory EICR. If the landlord fails to comply, the council can arrange for the works to be carried out itself and recover the cost from the landlord. Councils can also impose a financial penalty of up to £30,000 for a breach of the regulations.

Does a landlord EICR cover appliances?

No. The EICR covers only the fixed electrical installation — wiring, consumer unit, sockets, switches, and earthing. It does not cover portable electrical appliances. Landlords who provide white goods or other appliances should additionally arrange PAT testing of those appliances, though this is not a statutory requirement in the same way as the EICR.

How to provide the certificate to your tenant

The certificate can be provided in print or electronically. The key requirement is that the tenant receives a copy before they occupy the property (for new tenancies) or within 28 days of the inspection (for existing tenancies). Retain a copy for your own records for the duration of the tenancy and for at least 2 years after.
