EICR — the core requirement
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require a valid EICR renewed every 5 years. It is the single most important electrical certificate a landlord must hold.
Legal duty of care
Beyond the EICR, landlords have an ongoing duty to ensure the electrical installation remains safe between inspections. Visible defects must be repaired promptly — failure to do so is a breach of the Housing Act.

Since 1 April 2021 all private landlords in England must ensure the electrical installation in their rental properties is inspected and tested by a qualified person at intervals of no more than 5 years, or at each new tenancy, whichever is sooner. The landlord must obtain a written report, supply a copy to the tenant within 28 days, and provide a copy to the local council within 7 days of a written request.
If the report returns an Unsatisfactory result — meaning one or more C1 or C2 observations are recorded — the landlord must arrange for remedial works to be completed within 28 days, or sooner if specified in the report. Written confirmation that the remedial works have been completed must be provided to the tenant and retained by the landlord. Failure to meet this deadline is a breach of the regulations.
Local councils have the power to serve a remedial notice requiring a landlord to carry out works and obtain a Satisfactory EICR. If the landlord fails to comply, the council can arrange for the works to be carried out itself and recover the cost from the landlord. Councils can also impose a financial penalty of up to £30,000 for a breach of the regulations.
No. The EICR covers only the fixed electrical installation — wiring, consumer unit, sockets, switches, and earthing. It does not cover portable electrical appliances. Landlords who provide white goods or other appliances should additionally arrange PAT testing of those appliances, though this is not a statutory requirement in the same way as the EICR.
The certificate can be provided in print or electronically. The key requirement is that the tenant receives a copy before they occupy the property (for new tenancies) or within 28 days of the inspection (for existing tenancies). Retain a copy for your own records for the duration of the tenancy and for at least 2 years after.
